Technical Safety Inspection

The technical inspection of occupational safety for equipment under strict requirements on occupational safety is implemented in accordance with the provisions of the law on occupational safety and hygiene (Law No.: 84/2015/QH13 June 25, 2015).

The Government details the contents related to the technical inspection of occupational safety activities in Decree No. 44/2016/ND-CP - dated 15 May 2016, detailing responsibilities, authority and scope of management of the government authorities, inspection organizations and equipment users. This Decree also stipulates the conditions and requirements for inspectors and accrediting organizations.

The Ministry of Labour, Invalids and Social Affairs shall promulgate a list of equipment with strict requirements on occupational safety to apply nationwide, the current list of equipment is specified in Circular No. 36/2019/TT -BLDTBXH dated December 20, 2019.

Equipment with strict safety requirements must be declared to the management agency, carry out technical safety inspection (initial, periodical, abnormal modes) and stamped in accordance with the law. The inspection is carried out according to the national inspection procedures and corresponding technical codes, by a legal accrediting inspection organizations.

SCOPE OF SERVICES

CISR is a safety technical inspection organization under the Vietnamese Ministry of Labour, Invalids and Social Affairs (MoLISA) licensed for inspection by all specialized management ministries. CISR has more than 20 years of experience in providing safety technical inspection services for all of equipment with strict requirements on occupational safety nationwide, some services have been performed in Laos and Cambodia.

Throughout its operation, CISR has continuously invested resources in facilities, modern testing equipment, and built a big team of professional and experienced inspectors. CISR has been accredited to undertake the inspection meets the requirment of the international standard ISO 17020, continuously maintaining the accreditation since 2010.

For pressure vessels and pipelines in the technological processing lines, which cannot be separated or stopped to perform the periodic inspection following the traditional inspection procedures, allowing the use of appropriate alternative NDT methods or use the results of the risk assessment(RBI) during inspection. Currently, CISR is applying the risk-based inspection method according to QCVN13:2021/BCT to inspect the pressure vessels that have been assessed for risk of Nghi Son Refinery and Petrochemical Plant (NSRP), the inspection does not affect the normal operation of the plant, which is hightly appreciated by client.

The inspection of this group of equipment is carried out according to the appropriate inspection procedures issued together with the Circular No. 10/2017/TT-BCT dated July 26, 2017.

The inspection of this group of equipment is carried out according to the appropriate inspection procedures promulgated together with the Circular No. 54/2016/TT-BLDTBXH dated December 28, 2016.

The inspection of this group of equipment is carried out according to the appropriate inspection procedures issued together with the Circular No. 29/2016/TT-BXD dated December 29, 2016 and  Circular No. 09/2018/TT-BXD  dated December 15. November 2018.

The inspection of this group of equipment is carried out according to the appropriate testing procedures issued together with the national technical regulations: QCVN 22:2018/BGTVT for lifting equipment and QCVN 67: 2018/BGTVT for equipment group. pressure.
