According to the provisions of the law on construction (No.: 50/2014/QH13, dated June 18, 2014), contractors in construction are required to organize a safety supervising team on the construction site. According to Vietnamese pressure vessel codes/standards and international standards, the manufacturer must develop and test a welding procedure specification (WPS).

Testing includes welding the weld on specimens, carrying out the inspection and testing of the weld specimens by non-destructive methods (NDT), and/or mechanical testing. When applying complex welding technologies, the setting up and testing of the WPS is a difficult, time-consuming and expensive step. After the WPS is in place, for large projects or mass production, one also needs to check the welder's skill appropriately, i.e. to check whether welders can perform it successfully the proposed WPS or not.

Vietnamese technical regulations and standards stipulate that equipment with strict safety requirements must have full technical documents prepared according to the applied regulations.

For domestically manufactured equipment, this profile is provided by the manufacturer with the equipment. For equipment manufactured abroad, the attached documents must be translated and re-compiled according to Applied Regulations.

In many cases of equipment without records (due to loss, equipment of unknown origin, used equipment imported from abroad...) then it is necessary to re-establish technical records.

Usually, we will monitor the manufacturing process on behalf of the equipment purchaser. However, many manufacturers also ask us to monitor their production process to enhance independence and objectivity.
